Page Titles

I am puzzled by one piece of repeated code in Larrie's books. He uses this format:

<?php
$page_title = 'Edit a User';

This is then echoed to a page display

What advantage does this give over the traditional format used within the head tags

<title>Edit a User</title>

Each page can set a different title in it's own file and header file (included) always stays unchanged.
