It depends on the language and the OS, but in Windows 7, for example, go to Control Panel.

 

After that, from the default Category view, select Clock, Language, and Region, then under Region and Language, select Change keyboard or other input methods.

From the Keyboards and Languages tab that pops up, click the Change keyboards button. From there, you can select the keyboards and languages you want to have available to you.

For details, Google is your friend.

 

Now, how you actually type in that language with your keyboard is language dependent, and will likely require some knowledge of the language to begin with.
